President Donald Trump and Fox News blamed Democratic Sen. Chuck Schumer of New York for the New York City terrorist attack of Oct.31, even though Trump is responsible for Homeland Security.

Schumer did help create a “diversity visa” program that reportedly allowed Saipov to enter the U.S., but The Washington Post notes that was part of a bill signed by President George H.W. Bush in 1990.
Another fact not mentioned by Trump is that Schumer was part of the Senate’s Gang of Eight in 2013 that created a bipartisan proposal to change U.S. immigration laws, which would have eliminated the diversity lottery. That proposal was defeated by the Republican-controlled House.

“Fox & Friends” co-host Steve Doocy parroted Trump about Schumer and the “diversity visa” program. Like Trump, Doocy deceptively did not mention that Bush Sr. signed it into law in 1990.
