While raging against environmental regulations, Nebraska Attorney General Jon Bruning (R) wound up comparing welfare recipients to raccoons scavenging for insects. Bruning is widely considered among the top contenders to replace Nebraska’s retiring Democrat Sen. Ben Nelson.
